Cold Resistance is a percentage value with no upper limit. It is also increased by Elemental Resistance.
By calculations, it is negatively affected by Shred and natural enemy penetration. It is possible for Cold Resistance to go negative, increasing incoming cold damage.

Cold Shred stacks reduce Cold Resistance by 5% each. It has 60% less effectiveness against players and bosses.
Base mitigation[ | ]
Up to 75% of resistance is used for base mitigation, any leftover portion is ignored.
Enemy penetration[ | ]
Enemies naturally penetrate 1% of resistance per area level, up to 75%.
