The Last Imperial is a Main Quest.
Completing this quest fulfills one of the objectives of Sanity in the Darkness.

The leaders of the Cultist Camp have agreed to grant you passage around the Ruins of Welryn and on to the road to the Temple of Eterra if you aid them in a ritual. They've told you of two relics they need. One of them is a phylactery storing soul power located under the ruins of the city to the north.
Travel to the Welyrn Undercity and search for the phylactery.

Upon entering the Welryn Undercity, you can see a strange device that glows with magic and bears a skeletal figure chained to its front. The skeletal figure chained to its front. The skeletal figure turns their head to you as you draw near.

This skeletal figure chained to the device gave you an unusual request to help them end their own life. To do so, you must search the Welryn Undercity for the three soul vessels that protect the wards that they've placed upon themselves.

Within the Welryn Undercity, you found an unusual device that was sustaining the existence of an undead person. Upon speaking with them, they requested that you aid in ending his un-life by destroying several soul vessels that were key to dispelling the wards upon the device. In exchange, he offered to give you his phylactery.
Once you returned to him, he ignited the remaining soul magic in the machine and destroyed himself.

Ahhh, a living human that isn't dripping with that foul Void. Can you understand me, or are you as mad as the rest of them?Ahhh splendid, you will be able to hear my request then. I want you to kill me.
Yes, I've been entombed down here for centuries and let me tell you, they have been rather dull. I never thought I would want to discard the Immortal Emperor's gift like this, but here I am, pleading for aid from one of the living. Will you kill me?
Fear. I gathered all the harvested souls I could and piled ward after ward around myself. The Void crazed wretches and beasts found their way in here, but the lost interest once they saw how impervious I am. I am safe here... but I am done with this life.
Hahaaa, have the living already forgotten about the Immortal Empire? Well, seeing how quickly it all came crashing down once the Void swept over the world, I can not blame you. Immortality. A divine gift liberated by the Emperor's might and spread to all of his loyal. We were so strong then, and now I fear I am all that is left...
Ahhh, how greedy! I accept your terms, living one.
My wards have kept the beasts and brutes that swarm Welryn away, but they must be dispelled if I am to die. I've hidden three Soul Repositories down here with me, and as long as they are intact, my wards are impervious. Destroy the Soul Repositories and return to me.

Ahhh, you have returned.I can sense that the Soul Repositories have been destroyed, excellent work. I wish I could grace you with the Emperor's gift and the riches of conquered gods, alas that time has long passed, and all I have to offer is the phyalcery binding me to this world. Now... I recommend you stand back, tearing it from this body may prove... volatile.
